This study conducts two approaches in evaluating and exploring expert mechanism within Environment Impact Assessment: in-depth interview and case study. Apart from the emphasis over the procedure within such structure, it discloses the meaning of deliberative democracy and the rights to environment. That is, the need to establishing the rights of environment through democratic procedure. Without such definition in the first place, it is difficult to elaborate and fulfill human rights and democracy in Taiwan, though expert mechanism is affirmative functioned and accepted.
